Nairobi on High Alert: City Hall Launches Day 2 of 'Operation Okoa Maisha' El Niño Emergency Simulation

Nairobi City County has entered the second day of Operation Okoa Maisha, a multi-agency emergency simulation exercise designed to test the city's preparedness and response to the expected El Niño rains. The drill involves various agencies and aims to identify gaps in disaster response ahead of the potentially devastating weather phenomenon.

Nairobi City County on Wednesday entered the second day of Operation Okoa Maisha, a multi-agency emergency simulation exercise aimed at testing the city's preparedness and response to the anticipated El Niño rains. The drill, which began on Tuesday, brings together various county and national agencies to simulate emergency scenarios that could arise from heavy flooding and related disasters.

The exercise comes as meteorologists warn of above-average rainfall during the October-December short rains season, with El Niño conditions expected to exacerbate flooding in vulnerable areas of the capital. Nairobi has historically suffered from inadequate drainage and unplanned settlements, making it particularly susceptible to flash floods. Officials say the simulation is designed to identify gaps in coordination, communication, and resource allocation ahead of the rains. 'This is not just a drill; it is a rehearsal for saving lives,' said a county official involved in the exercise.

The success of Operation Okoa Maisha will be measured by how effectively the lessons learned are translated into concrete actions, such as clearing drainage systems, prepositioning emergency supplies, and ensuring timely public warnings. As global climate patterns become more erratic, Nairobi's proactive approach could serve as a model for other African cities facing similar climate-induced risks. However, without sustained investment in infrastructure and community resilience, even the best-laid plans may fall short when the rains arrive.
