ESIC, Regional Office Guwahati Conducts 3rd Mizoram Regional Board Meeting at Aizawl
The Employees’ State Insurance Corporation (ESIC), Regional Office, North-Eastern Region, Guwahati, conducted the 3rd Mizoram Regional Board Meeting on 07 October 2026 at Conference Hall-1, Secretariat SAD, Mizoram Secretariat, MINECO, Aiza
9th October, Aizawl: The Employees’ State Insurance Corporation (ESIC), Regional Office, North-Eastern Region, Guwahati, conducted the 3rd Mizoram Regional Board Meeting on 07 October 2026 at Conference Hall-1, Secretariat SAD, Mizoram Secretariat, MINECO, Aizawl, Mizoram.
The meeting was chaired by Pu Lalnghinglova Hmar, Chairman, ESIC Regional Board, Mizoram, and Hon’ble Minister, Labour, Employment, Skill Development & Entrepreneurship (LESDE), Government of Mizoram. The meeting was attended by senior officials of the Government of Mizoram and ESIC, along with representatives of employers and employees.
From the Government of Mizoram, the meeting was attended by Dr. Lalhriatzuali Ralte, IAS, Secretary, LESDE and Vice-Chairman of the Regional Board; Pu Saumyaketu Mishra, IAS, Special Secretary, LESDE Department; Pi Pinky Zosangpuii, Director, LESDE & AMO and Ex-Officio Member; Pi Lalneihhlimi, Joint Secretary; Pu K.M. Lalrindika, Deputy Secretary; PuVanlalawmpuia, Joint Labour Commissioner; Pu Lalmuanpuia Fanai, Deputy Director; Pu H. Lalruatliana, Deputy Director (Administration); Pi Helen Zochhingpuii Zote, Deputy Director, LESDE Department; and Dr. Lalmuanpuii Pachuau, Insurance Medical Officer, ESI Dispensary.
ESIC was represented by Shri Anil Kumar Sahu, Insurance Commissioner (NE Zone) and Special Invitee; Dr. Alaka Pal, Medical Commissioner (NE Zone) and Special Invitee; Shri Champak Biswas, Member Secretary and Regional Director; Dr. Bhumidhar Barman, Ex-Officio Member and State Medical Officer; ShriAhtesham, Deputy Director; and Shri David Lalfakzuala, Assistant Director, Camp Office.
During the meeting, Pu Lalnghinglova Hmar, Chairman, ESIC Regional Board, Mizoram, emphasized the need for establishing an ESIC Hospital in Mizoram. He assured that the State Government would facilitate allotment of suitable land for construction of an ESIC Hospital in Aizawl. The Hon’ble Chairman further emphasized the need for joint efforts by ESIC and the State Labour Department to increase the enrolment of employers and employees under the ESI Scheme. He stressed the importance of undertaking wider awareness and registration campaigns through digital media, television advertisements and social media platforms to achieve greater outreach.He also directed the State Labour Department to convene a meeting involving the Finance Department, Health Department and ESIC for detailed deliberations on the CHC/PHC/District Hospital policy and the mechanism for SST tie-up facilities, with the objective of improving medical services available to beneficiaries under the ESI Scheme in the State.
Dr. Lalhriatzuali Ralte, IAS, Secretary, LESDE and Vice-Chairman of the Regional Board, suggested the formation of a district-level sub-committee headed by the District Commissioner of the respective district to oversee and monitor the functioning of the ESI Scheme at the district level. She further assured that the State Government will facilitate in Tertiary tieup in Mizoram.
Shri Anil Kumar Sahu, Insurance Commissioner (NE Zone) and Special Invitee, briefed the Board on the implementation of the Code on Social Security and explained how the ESI Scheme would extend social security coverage to workers in the unorganised sector under the new framework. He informed the Board that the regulations under the Code on Social Security are presently under process. He also highlighted the increased focus of ESIC Headquarters on the development and expansion of social security coverage in the North-Eastern Region.
Dr. Alaka Pal, Medical Commissioner (NE Zone) and Special Invitee, requested the State Labour Department to explore the possibility of establishing tie-ups with tertiary care facilities in Mizoram to further strengthen medical services for Insured Persons.
Shri Champak Biswas, Regional Director & Member Secretary, suggested that Social Security Officers may be deputed to the 10 newly notified districts of Mizoram to intensify registration activities and increase the number of employers and employees covered under the ESI Scheme.
Pi Pinky Zosangpuii, Director, LESDE & AMO and Ex-Officio Member, informed the Board that, in view of the increasing footfall of Insured Persons at the ESI Dispensary, Aizawl, the dispensary may be considered for upgradation into a two-doctor dispensary for its smooth and effective functioning.
Pu Lalnunkunga, President, Private School Owners Association and Employers’ Representative, appreciated the functioning of ESIC in Mizoram and stated that a significant number of Insured Persons are benefiting from the ESI Scheme.
The meeting concluded with a commitment towards strengthening social security coverage, expanding medical facilities, intensifying awareness and registration activities, and enhancing coordination between ESIC and the Government of Mizoram for effective implementation of the ESI Scheme in the State.
