BREAKING: India Scraps Proof Range Fees for Defence Startups in Major Policy Overhaul

The Indian Ministry of Defence has revised its Standard Operating Procedure (SOP) to waive charges for defence industry access to proof ranges and test facilities, specifically for projects under iDEX, Technology Development Fund, and Make categories. The new SOP also reserves quarterly slots for proof firing, aiming to streamline testing and boost indigenous defence manufacturing.

In a significant policy move to bolster India's defence manufacturing ecosystem, the Ministry of Defence has revised its Standard Operating Procedure (SOP) to ease industry access to proof ranges and test facilities. Under the new SOP, charges for using these facilities will be waived for projects under the Innovations for Defence Excellence (iDEX), Technology Development Fund (TDF), and Make categories. Additionally, quarterly slots will be reserved specifically for proof firing, ensuring timely testing for defence startups and MSMEs.

The revision comes as part of the government's broader push for self-reliance in defence production under the 'Make in India' initiative. Previously, high costs and limited availability of proof ranges were major bottlenecks for small players and startups, hindering innovation and delaying product development. The waiver of charges and dedicated slots are expected to significantly reduce financial and logistical burdens, encouraging more private participation. Official sources indicate that the move aligns with the Defence Production and Export Promotion Policy (DPEPP) 2020, which aims to achieve a turnover of $25 billion in defence manufacturing by 2025.

The implications of this policy are far-reaching. By facilitating easier access to critical testing infrastructure, it could accelerate the development of indigenous defence technologies, reduce dependency on imports, and boost exports. Industry experts have welcomed the decision, calling it a 'pivotal factor' for defence startups. However, challenges remain in terms of capacity expansion of proof ranges and ensuring transparency in slot allocation. The next steps include monitoring the implementation and possibly extending similar benefits to other defence programs. Global observers will watch if this enhances India's position as a defence innovation hub.
