Aizawl 7th October,2026: Representatives of the three Autonomous District Councils in Mizoram—Lai Autonomous District Council (LADC), Mara Autonomous District Council (MADC), and Chakma Autonomous District Council (CADC)—issued a joint press statement in Aizawl today highlighting their current status and major grievances, stating their intention to submit a written representation to the Chief Minister and the Governor.
In their statement, the representatives asserted that the three ADCs are constitutional bodies under the Sixth Schedule operating as miniature states, and that treating them merely like ordinary state departments is fundamentally incorrect. Regarding the devolution of powers, they pointed out that while they have been entrusted with only 10 departments, councils in Assam—such as Karbi Anglong and Bodoland—have been devolved 15 and up to 40 departments respectively. They further highlighted that although 20 departments were entrusted to them in 1993, the State Government failed to withdraw its own administrative machinery, resulting in dual administration. Consequently, development funds remain severely deficient, with roughly 90% of their budget being depleted on salaries alone. In terms of protocol, they noted that the Chief Executive Member (CEM) is accorded only the rank of Minister of State (MoS) and the Chairman that of a Member of Parliament (MP), without any clearly defined entitlements established to date.
Addressing their financial crises, they stated that MADC currently faces a salary shortage of ₹2,588.30 lakh, LADC ₹6,992.75 lakh, and CADC ₹6,377.79 lakh. They pointed out that although the three council areas account for approximately 16% of Mizoram's total population, they receive only 4% of the state's total fund allocation. Furthermore, they underscored that despite the 2nd State Finance Commission recommendations having been notified in the official gazette, implementation and actual financial devolution have not materialized, deepening their distress. They affirmed their commitment to setting aside partisan party affiliations and standing united in defending their legitimate rights and constitutional entitlements.
